OCDE to offer series of webinars focused on civic learning and engagement
The Orange County Department of Education, in partnership with the San Diego County Office of Education, is inviting educators to participate in a series of webinars that will promote civic learning and engagement. You might remember that back in September 2020, the State Board of Education approved criteria for students to earn a new Seal of Civic Engagement, an incentive aimed at encouraging active and ongoing citizenship. To earn the seal, students must demonstrate excellence in civic learning, participation in civics-related projects, contributions to their community, and an understanding of the U.S. Constitution, the state Constitution, and the American democratic system.

COVID-19 update: Public health officials lift California’s regional stay-at-home order
Citing a drop in COVID-19 hospitalizations, state health officials have lifted the stay-at-home order for all regions in California. The change announced Monday by Gov. Gavin Newsom means restaurants can resume outdoor dining effective immediately, and hair and nail salons can reopen with precautions. It also means some youth sports could resume, but permission will depend on where a county falls on the state’s four-tiered monitoring system.

The urgency to salvage the semester in L.A. and throughout the state was underscored by new research showing the depth of student learning loss and by frustrated parents who organized statewide to pressure officials to bring back in-person instruction.

Teachers need COVID-19 vaccine before L.A. schools can reopen, Beutner says
Reopening Los Angeles campuses for students in kindergarten through 12th grade will require the vaccination of teachers and other staff, says L.A. schools Supt. Austin Beutner. The teachers union is going a step further, saying vaccinations alone would not be enough to operate schools safely until the community spread of COVID-19 is brought down. Their stances throw into question whether schools will be able to reopen this academic year as there is currently no firm date for inoculating teachers. In parts of the state, including Los Angeles, dissatisfied parents are ramping up efforts to pressure campuses to reopen more quickly.

Coronavirus: California coaches make their case in meeting with Gov. Newsom’s office
California coaches on Sunday got their meeting with the Governor’s office, where they made their opening argument for the prompt but safe return of youth sports in the Golden State. Patrick Walsh, the head football coach at Serra High School in San Mateo, was one of three coaches on the Zoom call with Executive Secretary Jim DeBoo, which lasted about an hour on Sunday. Walsh, along with De La Salle football coach Justin Alumbaugh and Ron Gladnick, who coaches football at Torrey Pines High School in San Diego, presented data collected by their organization to DeBoo in what Walsh described as a “positive first step” in their goal of getting kids back on the playing field.

Newly formed California-wide parent group turns up the pressure to reopen schools
Citing campus closures’ “devastating effect on students’ learning, mental health, physical health and social and emotional well-being,” a coalition of more than a dozen parent groups has launched a public campaign to pressure the state to reopen school campuses as soon as safely possible. Open Schools California includes parent groups in Los Angeles, San Francisco, San Diego, Richmond and other cities who say that distance learning has been a disaster for most students, and the state needs to push harder for safety measures that would allow campuses to reopen for in-person instruction. The group announced its formation Monday.

Coronavirus: LAUSD officials say lack of clear reopening guidance from state hampering negotiations
With the deadline for applying for the state’s Safe Schools for All reopening grant a week away, Los Angeles Unified School District leaders are pressing state and county health officials for a clearer definition as to what constitutes a safe learning environment, saying the lack of consistent guidance is why the district and local teachers union have yet to reach an agreement on returning students to campus.
