2019 state bill tracker: 7 proposed laws that could impact education in OC
The California State Legislature is once again busy this summer considering dozens of proposed education bills that could affect everything from charter schools and mental health support, to when the school day should start for middle and high school students. OCDE Newsroom has compiled a digest of a few of these bills. We will try to update this list, or write more in-depth posts on specific bills, in coming weeks as these bills make their way through the capital.

Santa Ana Unified searching for new superintendent
The Santa Ana Unified School District is launching a national search for a new superintendent. Stefanie Phillips announced her resignation at the board’s June 25 meeting. Her last day is Sept. 16.

Teen odds of using marijuana dip with recreational use laws
New research suggests legalizing recreational marijuana for U.S. adults in some states may have slightly reduced teens’ odds of using pot. One reason may be that it’s harder and costlier for teens to buy marijuana from licensed dispensaries than from dealers, said lead author Mark Anderson, a health economist at Montana State University.

Charter schools face Capitol challenge
A bill to make it easier for school districts to reject proposed charter schools cleared a key legislative hurdle Wednesday. Assembly Bill 1505 lets school boards reject proposed charter schools based on a school’s projected costs to a district and other factors. The version passed Wednesday reflects changes made to appease the governor’s office, supporters and opponents, said the bill’s author, Assemblyman Patrick O’Donnell. He stressed that the bill is still a work in progress.

10 California districts struggle, and find some success, as they shift to Common Core math
For five years, a San Francisco foundation funded, and a research organization closely monitored, a collaboration by 10 California districts to raise achievement under the Common Core math standards. With math proficiency legging behind English language arts performance on the new academic standards, the project took on one of the biggest impediments to student success and challenges facing California schools. The findings, laid out in six lengthy studies, are both sobering and encouraging.

Montebello Unified to pay $4.9 million to settle wrongful termination lawsuit
Montebello Unified will pay former superintendent Susanna Contreras Smith $4.9 million, settling its appeal of her wrong termination lawsuit in which she and her attorneys were awarded about $6 million in damages and attorneys fees. Former chief financial and operations officer Cleve Pell, who also sued the district and received about $2.6 million in damages and attorneys fees, has not settled.
