County superintendent visits active shooter training event hosted by OC Sheriff’s Department
In recent weeks, new County Superintendent Dr. Stefan Bean has been making the rounds to get to know OCDE’s community partners. On Friday, July 19, school safety was top of mind as he attended an active shooter training event organized by the Orange County Sheriff’s Department. The session was part of the Orange County Sheriff’s Department’s School Resource Officer program. Hosted at Santa Margarita Catholic High School in collaboration with the city of Rancho Santa Margarita, the event saw participation from a dozen Orange County law enforcement agencies and representatives from 20 school districts.

Camp Cove offers oceanfront summer learning
Kids from Santa Ana schools were treated to several days at Crystal Cove State Park during the annual Camp Cove. More than 65 kids learned about nature, local plants and animals and ocean safety. Inside the Outdoors, a program of the Orange County Department of Education, brought live millipedes, toads, snakes and a great horned owl to show and educate the campers. “Oftentimes, these kids have never been to the beach or a park like this,” said Danielle Snyder, supervisor at Crystal Cove State Park. “So we want them to understand that there’s a lot outside of their community and they can come and explore and discover new things.”

Ex-Anaheim school administrator sentenced to nearly 6 years in prison for $16.7 million embezzlement scheme
A former senior Orange County education official was sentenced Thursday, July 25, to nearly six years in federal prison for embezzling more than $16 million in public school funds, using the money to purchase a home, car and luxury bags. Jorge Armando Contreras, 52, pleaded guilty in March to embezzling from the Magnolia School District from August 2016 through July of last year, according to a U.S. Attorney’s Office statement. He also pleaded guilty to charges of theft and intentional misapplication of funds from an organization receiving federal funds.

San Jose Unified school board calls special meeting to vote on $1.2 billion facilities bond
San Jose Unified School District’s board of education called for a special board meeting Thursday night to determine the fate of a $1.2 billion school facilities bond measure. If the board approves the resolution, the measure will appear on the Nov. 5 ballot, where it will need support from 55% of local voters to pass.

What one teacher of color says she needs from her peers
As part of an EdSurge series documenting diverse educator experiences, Fatema Elbakoury, a teacher of color, described what she needs from her white peers to thrive as an educator. She said she needs them to seek consent, build empathy and show humility. Elbakoury, an English language arts teacher in San Francisco, detailed how students of color have retreated to her or were sent to her because of a situation with a white teacher. “… students came into my class at a time when I didn’t teach them,” she said. “When these students arrived, they told me this teacher ‘sucks’ and how mean that teacher was to them. Later, I saw a message from that same teacher whose class they had left saying, “(The students) are on their way to your class.”

Where are the kids? Preschools in LA County struggle with enrollment post-pandemic
Preschool enrollment across Los Angeles County continues to lag significantly behind pre-pandemic numbers, according to a new report out Wednesday by UC Berkeley. Last month, private centers and state-funded preschools in the county reported nearly 28,000 empty slots for 3- and 4-year-olds. From the start of the pandemic in spring of 2020 to 2022, preschool enrollment of children had fallen by nearly 22,000 children.

Man who stole $16.7M from Southern California school district gets 6 years
The former senior director of fiscal services at a school district in Orange County who pleaded guilty to embezzling almost $17 million over several years from the schools he was hired to serve was sentenced Thursday to five years and eight months in federal prison, officials announced. Jorge Armando Contreras, a 53-year-old resident of Yorba Linda, was hired by the Magnolia School District, which serves students in Anaheim and Stanton, in 2006 to manage the district’s financial operations, according to a Department of Justice, Central District of California, news release. During his tenure in that position, prosecutors say Contreras wrote checks in small dollar amounts to “M S D,” with the letters spaced out. After receiving proper signatures from authorized personnel, he would then insert fictitious names, increase the amount of the checks and deposit them into his personal bank account using ATMs.

States spending millions on 'ghost students' due to 'hold harmless' policies, report shows
State policies are allowing U.S. school districts to receive millions of dollars in funding for "ghost students" amid post-pandemic enrollment declines, new research shows. The report published by nonpartisan think tank Reason Foundation assessed "hold harmless policies" in California, Oklahoma and Missouri. Hold harmless polices provide school districts with funding protections, often guaranteeing declining enrollment will not automatically result in reduced funding.

County Health Officials Remind Parents to Get Kids Vaccinated Before School
As San Diego County children prepare to head back to school, county health officials Thursday reminded parents and guardians to put vaccinations on the back-to-school list. California requires some vaccines for children to attend school from TK through 12th grade, including DTaP (diphtheria, tetanus, and pertussis/whooping cough), Hepatitis B, MMR (measles, mumps, and rubella vaccine), chickenpox, polio, and more.
