Anaheim Elementary School District picks Jesse Chavarria as its new superintendent
Anaheim Elementary School District has selected Jesus “Jesse” Chavarria as its new superintendent. Chavarria, who has been serving as an assistant superintendent in the district for the past four years, will take on the new role on July 1. Chavarria has been a part of the AESD community for over 25 years in various roles, including as a teacher, vice principal, principal and transportation director. Before his time with AESD, he worked for the South Whittier School District for five years.

English learner achievement in California falls to lowest levels in a decade, report shows
In a new report called The State of English Learners in California Public Schools, the nonprofit organization Californians Together found that many indicators of academic achievement for English learners have fallen to the lowest levels in the past decade. The report shows a decrease in the percentage of English learners who have been reclassified as fluent and proficient in English to the lowest level since 2016.

Legislature adds to suspension of school, community college funding in 2024-25 placeholder budget
California lawmakers on Thursday passed a budget for 2024-25 that incorporates the framework of a deal the governor negotiated last month with teachers union officials over how to deal with part of the state’s big revenue problem. Many details of the spending plan will be hashed out in the coming days and weeks, but Thursday’s action will allow lawmakers to continue getting paid because it meets the constitutional requirement that they pass a budget before June 15.

Bill to exempt four-year-olds from English proficiency exam heads to governor’s desk
The California Legislature passed a bill exempting transitional kindergartners from taking an exam to test their English proficiency. The initial English Language Proficiency Assessment for California (ELPAC) is used to determine whether new students will be designated English learners. The test is given to all students whose parents speak another language at home within the first 30 days of enrollment in kindergarten through 12th grade.

New data on substance use among adults ages 18-24 suggests that many former teen vapers remain e-cigarette users. National vaping rates for young adults increased from 7.6% in 2018 to 11% in 2021. It’s not surprising that many of them start in high school for social reasons, for all sorts of reasons,” said Delaney Ruston, a primary care physician and documentary filmmaker. “And many of them now — we’re seeing this — have continued to college and beyond.”

In rural Livingston, Calif., where people are vastly outnumbered by sweet potatoes, something remarkable is happening in the public schools. When kindergarten teacher Lupe Fuentes tells her class they have perfect attendance for the day, the roomful of children cheer, “Hip, hip hooray, everybody’s here today!” Nearby, gathered on the learning rug in teacher Diana Dickey’s classroom, the kindergartners aren’t cheering: They’ve just been told one of their classmates is absent. Sick, perhaps – though Dickey isn’t sure yet. A few children seem concerned.

California Senate approves ban on schools notifying parents of their child’s pronoun change
School districts in California would be barred from requiring teachers to notify parents if their child asks to go by a new pronoun at school under a bill the state Legislature is weighing amid legal battles over the rights of parents and gender-nonconforming students. The state Senate approved the proposal Thursday, which would ban school districts from passing or enforcing policies requiring school staff to disclose a student’s gender identity or sexual orientation to anyone else without the child’s permission, with some exceptions. The goal is to protect students whose safety could be threatened if they live in unwelcoming households.
