Since its establishment in September 2020, the State Seal of Civic Engagement has become a beacon for active citizenship, encouraging students to excel in civic learning, community involvement and understanding of democratic principles.

California must not punish districts for being proactive on early learning
According to a recent survey on education, overwhelming majorities of Californians think that preschool is important for student success in K–12 schools, and a strong majority supports state-funded programs such as transitional kindergarten for all 4-year-olds. We agree. This strong preference is echoed by families in our districts clamoring for their children to participate in transitional kindergarten (TK). California is on course to make TK a universal option for California families. Universal TK in our districts provides a full-day program with credentialed teachers and full-time aides. In 2021, the state laid out a five-year timeline to expand TK, gradually phasing in younger students each year, until 2025-26 — when all 4-year-old children will have the ability to enroll.

Long school closures hit high-achieving students hard, report says
Contrary to widely-held beliefs about pandemic learning loss, a World Bank report shows that, in countries with lengthy school closures, the largest learning losses were experienced by high-achieving students and these drops were significant, The 74 reports. “In countries with the longest closures, the low-achieving students lost around 16 to 17 points,” note the authors, “while those at the top of achievement distribution lost 25 points or more.”

USDA updates rules for school meals that limit added sugars for the first time
The nation’s school meals will get a makeover under new nutrition standards that limit added sugars for the first time, the U.S. Department of Agriculture announced Wednesday. The final rule also trims sodium in kids’ meals, although not by the 30% first proposed in 2023. And it continues to allow flavored milks — such as chocolate milk — with less sugar, rather than adopting an option that would have offered only unflavored milk to the youngest kids.

California launches new mental health-based apps for families and youth
According to a study conducted by the California Department of Public Health, the state saw a 20% increase in suicides for young people ages 10 to 18 after the pandemic. To deal with the rising mental health crisis, the Department of Health Care Services (DHCS) has launched two new app-based programs, Brightlife Kids and Soluna, to be a first response resource for children and participants up to age 25.
