Waivers process for elementary schools to reopen in-person released by state |
Elementary schools now have a detailed waiver process they can follow to opt-out of online learning in the fall and resume in-person instruction for the new academic year.
The California Department of Public Health released Monday night a waiver application form along with information on what’s needed before county public health officials can grant some elementary schools permission to open.

Youth organizations could fill huge school-year gaps |
Summer camps, downsized to meet COVID-19 protocols, offer a model for parents and their kids to follow in the fall. At many organizations now offering summer programs for kids, the plan is to stay open and fill a void that’s expected to be left by shuttered schools. Promised options run the gamut, from full-time day care and distance learning supervision for preschoolers and grade school students, to college prep and other supervision for teens. Many full-time programs will start their weekdays at 6 AM or 7 AM and run about 12 hours until parents get off work.

Orange County Residents Debate Going Back to School |
Orange County’s Board of Education was among the first to suggest what a Fall return should look like, issuing controversial guidelines in July opting for a full return without masks or social distancing. That touched off a fierce debate. Over 4,000 email comments were submitted for the Board of Education’s July 13 meeting but board members chose not to publicly acknowledge any of the emails before taking a vote. Of the 2,573 emails reviewed by this publication date, 1,540 commenters said they were against the board’s proposed guidelines for reopening free of restrictions and 345 commenters were clearly in favor of a return to classrooms without masks or social distancing.
The remaining commenters fell somewhere in between or spoke on other agenda items.

Deal between LAUSD and teachers will set standard for distance learning |
A tentative deal has been struck between Los Angeles Unified School District and the union representing 33,000 teachers detailing what will be required of educators under distance learning to begin later this month, the union and district officials said Monday, August 3. Union members and the Board of Education are expected to vote to ratify the proposal this week. The agreement, struck late Sunday, requires daily live interaction with students, but stopped short of making teachers report each day to empty classrooms.

Parents, students and teachers take demands to LAUSD and LA Area Chamber |
Parents, students and teachers rolled a car caravan to the Los Angeles Area Chamber of Commerce that filtered into a school district office in downtown L.A. Monday, Aug. 3 to urge a safe and equitable reopening of L.A. public schools and passage of Proposition 15. The demonstration arrived at the L.A. Area Chamber of Commerce around 10 a.m. where activists held a press conference. Following that a small group walked to a nearby office for the Los Angeles Unified School District.

Many elementary schools in the Bay Area could be eligible to receive waivers to reopen for in-person learning, even if their counties haven’t hit state benchmarks in slowing the spread of the coronavirus, under guidelines the state released late Monday. The guidelines from the California Department of Public Health largely leave it up to county health officers to decide whether elementary schools that want to reopen in-class instruction can do so, provided they follow strict safety protocols.

Despite acknowledging the unknown long-term effects of COVID-19, the San Jose Unified School District is forcing most of its teachers back into the classroom next week for the start of the upcoming school year. Under a new agreement reached between the district and the San Jose Teachers Association, nearly 1,600 teachers will head back onto campus for the first day of school on Aug. 12. But unlike most years, they’ll be teaching their lessons in an empty classroom to students on the other side of a computer screen — without being given the choice to work from home.

Special education posed unique challenges in the spring. Will it get easier in fall? |
When COVID-19 closed schools in spring, instruction went online for 14-year-old Lyra Cherry, as it did for students across the country. Unlike most students, though, Lyra — along with her twin sister Sophia — is on the autism spectrum. With classes online, one of her parents had to sit with her the entire lesson, to help her navigate the interface and so she wouldn’t simply get up and leave.“ Aides, teachers, behavioral therapists, occupational therapists — we were doing all of that,” said her mother, Shannon Cherry. “We had to make up for six or seven people each.”

Coronavirus: California releases guidelines for elementary schools waivers |
The California Department of Public Health on Monday evening unveiled the much-anticipated process for elementary schools to request a waiver to resume in-person instruction in counties on the state’s coronavirus watchlist. The waivers are only available for grades transitional kindergarten-6 and may be requested by a district superintendent, private school principal or head, or executive director of a charter school, the CDPH said in an overview of the process. Applicants must affirm they consulted with parent, labor and community organizations.

Oakland Unified, unions negotiate work plan as classes draw near |
With less than a week left before the school year begins, Oakland Unified School District and its teachers union are haggling over how many hours of live online instruction teachers must provide each day and the length of their work day.
The district says it cannot release clear detailed plans to reopen schools without reaching an agreement with its labor unions, including the Oakland Education Association, which represents teachers. The two sides have been negotiating for four straight weeks and continued to do so throughout the weekend, district spokesman John Sasaki said Monday.
