Coronavirus plunges California into worst budget deficit in state history |
California’s government faces a $54.3-billion budget deficit through next summer according to an analysis released Thursday by advisors to Gov. Gavin Newsom, the deepest projected fiscal hole in state history. The estimate accounts for both an alarming erosion of tax revenues and a growing need for health and human services programs. While it measures the gap between revenues and expenditures based on projections made by Newsom in January rather than existing funds, the assessment nonetheless reflects a record-shattering collapse of the state’s economy, one created in just a matter of weeks by the fast-moving COVID-19 pandemic.

How eligible Sacramento City Unified students can receive 6 months of free internet |
The Sacramento City Unified School District and the city of Sacramento announced a partnership with Comcast to provide free internet access to thousands of eligible students in the area. The partnership, called Sac City Kids Connect, will provide internet access to at least 6,000 families, helping close the digital divide for low-income families. With its current program, Internet Essentials, Comcast is already providing more than 2,000 local families in the district with two months of free internet access. District Superintendent Jorge Aguilar said those agreements will transfer over to the new program in an effort to extend access to families in need.

Drive-through graduations, celebrations forbidden in Santa Clara County |
For weeks, people across the Bay Area have lined up in car parades to celebrate birthdays, show off classic vehicles and cheer up neighbors — sometimes driving alongside members of law enforcement agencies and local officials,. But those gatherings are now expressly forbidden in Santa Clara County, according to new guidance issued by local officials — much to the chagrin of community members and school districts who had planned their own upcoming drive-by celebrations in lieu of traditional pomp and circumstance. |

California school funding formula has a spending loophole; is a recession the time to fix it? |
A battle is looming in California that is likely to test school districts’ commitments to serve students who are struggling most. Call it the conflict between scarcity and equity. A hearing Wednesday of the Assembly Education Committee, on legislation that would eliminate what State Auditor Elaine Howle called a longstanding loophole in the Local Control Funding Formula, offered a preview. At issue is the timing of the reform, heading into a recession with budget cuts looming.

Legislators vote to close school spending loophole |
State lawmakers are one step closer to plugging a technical loophole that has allowed California school districts to divert funds intended for needy kids to other purposes. A legislative panel unanimously advanced a proposal that would strengthen oversight of how the state’s school districts spend money designated for needy students, making it one of the few surviving bills as the coronavirus pandemic has upended the state’s education agenda.

Experts Call For Halting Permanent School Closures In California During Coronavirus Crisis |
A group of public health experts, along with parents and teachers are calling on Gov. Gavin Newsom to halt permanent school closures during the duration of the coronavirus crisis. The group is calling on Newsom to issue an executive action until the health crisis is over. At least 16 schools in six school districts statewide are slated to be closed or merged. Meanwhile, dozens more schools are set to be co-located with charter schools. “Any plan that would increase crowding or increase the number of students in a classroom goes exactly in the wrong direction, with regard to the prevention and control strategies we’re trying to implement and have in place,” said Dr. Art Reingold of the UC Berkeley School of Public Health.
