State School Bond Funds Mostly Paid for Projects Finished Before the Bond Passed
Local allocations from Prop. 51, a state school bond passed in 2016, appear to confirm the fears of former Gov. Jerry Brown and those who have studied inequities in public school facility funding – that wealthy schools benefit the most under the current system.

Suicide attempts by black teens are increasing, study says
From 1991 to 2017, the rate of reported suicide attempts by African-American teens rose, especially the rate among black boys, according to a study published Monday in the medical journal Pediatrics. The rate for black youths grew even as the rate of suicide attempts by teens in other racial and ethnic groups fell. Suicide is the second-leading cause of death for teens from all demographics, according to the study. Only accidents kill more young people.

School lunch shaming will now be against the law in California
California just took a step toward making its school environments a little more inclusive. Gov. Gavin Newsom signed into law a new piece of legislation that guarantees all students will receive lunch even if their parents or guardians have not paid their meal fees. The bill, authored by state Sen. Robert Hertzberg, says students shouldn’t be denied a meal of their choice because of unpaid fees. It also ensures “that the pupil is not shamed or treated differently from other pupils.”

California mandates later start times for middle and high school students
Gov. Gavin Newsom signed legislation Sunday that will mandate a later morning start for most middle and high schools, choosing to side with pediatricians and the PTA rather than the state’s leading teachers union and groups representing school boards and superintendents. The bill’s author said California will now become the first state to require later start times in response to medical research that shows most teens are sleep deprived as a result of changes to their biological clocks that prevent them from going to sleep early.

Gov. Newsom vetoes allowing districts to substitute SAT for 11th grade state test
Gov. Gavin Newsom vetoed legislation on Sunday that would have let school districts substitute the SAT or ACT college entrance exams for the state’s standardized 11th grade math and reading/writing tests to meet state and federal testing requirements. In a four-paragraph message, Newsom said that instead of encouraging access to college, the bill could have “the opposite effect.” Using the SAT and ACT “exacerbates the inequalities for underrepresented students,” he wrote, since performance “is highly correlated with race and parental income and is not the best predictor for college success.”

Oakland offers students of closed schools alternatives to merged campuses
Oakland Unified’s plans to merge two schools by closing a high-performing campus and moving its students and teachers to a lower-performing one could be undermined because the district intends to allow students from the closed school to attend other schools of their choice instead.

SchoolPower Celebrates 10 Years of Dodgeball Tournament
SchoolPower’s 10th annual dodgeball tournament will be held Wednesday, Oct. 16, at Laguna Beach High School. The popular event is intensely competitive, bringing together the entire community in the spirit of silliness and competition. Last year’s event raised close to $13,000 for SchoolPower, the nonprofit education foundation that has raised money for Laguna Beach public schools since 1981.

California Becomes First U.S. State To Mandate Later School Start Times
Some California schoolchildren will soon get to sleep later in the mornings, thanks to legislation signed into law on Sunday by Gov. Gavin Newsom that mandates later start times at most public schools. The new law, which acknowledges research showing that teens perform better when they start later than schools now typically begin, will make California the first U.S. state with this requirement once the law is fully implemented, the Los Angeles Times noted.
